Yes, it is the same process here in Vallejo, even more with a hearing before the Architectural Heritage Commission and then the City Council, and the usual public input process......and with limited funds and a very limited staff it doesn't make any financial sense.
The City is now focusing its staff time on projects that bring in dollars, or provide employment.

The amount of staff time to apply for and process a CLG grant is not economically feasible. For example in our City (and in others I suspect) one has to go through the City Council and the Finance Department, oh yes, let's not forget legal as well. However, it was an honor to receive a grant for the conference we put on in 2003 and for our bungalow court survey in 2004-5.
