Government involvement within historic preservation is essential towards
the development of strong boards and commissions. The formation of
boards or commissions is the direct result of state and local laws, and
their presence provides an invaluable service to the local communities.
A premise of these boards or commissions is that there be a varying
degree of representatives from the community that are serving as active
members of these administrations. Along with the therein different
backgrounds of its members, both professionally and personally, falls
one of the most reoccurring problems for every board or commission; the
diverse knowledge required to be held by its members.

The National Park Services has recently made a great stride towards the
assistance of these board and commission members by generating a new web
publication. "Law and the Historic Preservation Commission: What Every
Member Needs to Know" is the latest of the NPS series of Cultural
Resource Partnership Notes, and is meant to provide an introduction to
basic legal issues and concepts that board members may encounter during
their service. The co-authors, James K. Reap and Melvin B. Hill Jr., see
the overall goal of the publication as an effort to "...demystify the
law governing historic preservation and give commissioners the
information they need to make sound and legally defensible decisions."

Those personally involved with local commissions are very excited about
the contribution that this publication will make in the effort to better
educate members of boards and commissions on legal issues.

The publication, along with the series of Cultural Resource Partnership
notes, can be found on the National Park Service website:
