The City of Santa Cruz allows Variations to Regulations for Historic Survey Buildings (Section 24.12.445 of Code). In order to obtain a Variation, the approving body must find that the variation is necessary in order to make the Historic Alteration Permit findings. The City uses these variations as incentives for being listed on the Survey.

The Town of Truckee offers land use incentives for historic resources and also provides for exceptions to development standards through a historic variance.
In response to the inquiry from Coronado, our Historic Preservation Advisory Commission only acts as an advisory body on requested land use incentives and historic variances. The decision is made by the Community Development Director or the Zoning Administrator.

Dear CLGs,
I am posting this inquiry on behalf of the City of Coronado (see email below). I know that some of our CLGs have this provision, but OHP hasn't formally tracked this information.
Please post your responses on the CLG listserv, and cc Ann McCaull, Associate Planner with the City of Coronado at amccaull at coronado.ca.us.
Thanks for your help with this inquiry.

Subject: Inquiry: Historic Preservation ordinances with zoning incentives
Hi Lucinda, my name is Ann McCaull and I manage Coronado's Historic Preservation Program. Our Historic Preservation Ordinance has been in effect for 8 years and we offer zoning exceptions through the Historic Alteration permit process that are reviewed by the Historic Resource Commission. Due to some pending litigation, our attorneys are questioning the legality of HRC's ability to waive zoning e.g. setbacks, heights, etc. I know other cities have these types of ordinances and am trying to give examples to our attorney (for cities that are not Charter cities).
I thought I would check with your office and see if you have any records of how many cities in California have historic preservation ordinances that offer zoning incentives such as exceptions to zoning regulations that are provided to historic resources as incentives. Or, maybe you know of some cities that do?
Any assistance/input you could provide would be helpful.
Thank you for your time.
Ann
