Pasadena recognizes properties in the National Register (both individual
and in districts) as designated historic resources and applies the same
regulatory review to them as to locally designated properties. We began
the automatic designation procedure in 2002. At that time, we did not
find many cities with a comparable strategy. San Antonio, TX was one of
them.
Last year, at a meeting of the National Alliance of Preservation
Commissions, someone spoke about discussion among some members of
Congress to prohibit automatic designation of NR properties. I haven't
heard anything about it since then.

Do any of you have ordinances (or know of ordinances in other
communities) which provide for the automatic listing of National
Register or California Register properties in the local register without
further noticing or hearings by the local government?
