One of the designation criteria for listing in the City of San Diego historical register is listing or eligibility for listing in the CR or NR, but local listing is not automatic, a noticed public hearing and vote of the Board is required for the local listing.

No.

It's a separate process in Redwood City. However, all National Register
properties in Redwood City are locally designated landmarks or
districts. If there was a National Register property or district not
locally designated, it would not fall under our ordinance and
conversely, a local designation would not be automatic for a National
Register property.
