resident/property owner input on projects in Historic Districts?
The City has established a pattern of conducting neighborhood workshops
involving "experts" talking about the do's and don'ts of restoration and
the benefits, processes, consequences, and limitations of historic
designation. Additional outreach to citizens have included training
sessions on appropriate restoration, one on one consultation, technical
references, encouraging networking among property owners,talking to
realtor associations...

Good morning --
The City of Santa Monica is interested in learning whether other CLGs
have neighborhood or resident review committees for work proposed in a
Historic District .
For example, the City of Santa Monica requires projects in the 3rd
Street Neighborhood Historic District be reviewed by the District's
Citizen Participation Committee prior to hearing by the Landmarks
Commission. The Citizen Participation Committee's current rules of
order specify that committee members are solely responsible for all
aspects of planning a project review neighborhood meeting and for
providing its comments to the Landmarks Commission; staff does not host
or attend.
Due to several controversial projects in the District, it is apparent
that City staff needs to be involved at these neighorhood meetings in
some capacity -- particularly since this format is quite different from
all of our other early project review/community meetings where staff is
involved.
We are interested in learning how other CLGs gather comments from
residents in a Historic District -- apart from standard hearing notice
requirements.
1) Do other CLGs have Historic District neighborhood committees?
2) If yes, are these committees mandated by ordinance to review projects
within its District boundaries?
3) If yes, what is staff's level of involvement in committee meetings?
4) If not, what other activities or forums are practiced to get
resident/property owner input on projects in Historic Districts?
