[Calclg-l] Preservation planners

Here are City of San Diego responses:
1.  we have 5 dedicated historic preservation planners; we currently have 15 historic districts with approx. 1100 contributing resources and approx. 900 individually designated resources; in addition we review all permits that involve a building or structure that is 45 or more years old for potential historical significance; the population is 1.3 million
2.  we work solely on historic preservation tasks, including project review, local designations, surveys, community outreach, support to the Historical Resources Board, CEQA review, etc.
3.  our Municipal Code includes historical resources regulations that can be implemented only by qualified staff, other planners are typically generalists
4.  having dedicated historic preservation staff is a great benefit to the resources, the community, other City departments and property owners by being able to address historic preservation needs within the larger land use and planning disciplines, we are able to provide predictability to property owners and can easily be reached by the community
5.  we work as part of a team of review specialists on development projects and work as part of a team in conducting planning studies, these relationships are almost always seen as positive, but sometimes not
6. yes, the cost is well worth the expertise
7. we are working on that and expect to become involved in that aspect of development

I¹d like to know from CLG cities the following:
1. IF you have a dedicated preservation planner, how many historical
resources does this individual look-over? And what is the population of your
city/town?
2. Does this planner collaborate with other planners on other projects or is
there enough work to focus solely on Historical structures?
3. Why was it deemed necessary to hire a preservation planner in your
community?
4. How do you feel this person has benefited your historic resources, your
community
5. Is there a synergy, good cooperation between this planner and other
departmental staff or is the planner seen as a hindrance?
6. Is it perceived that the costs for this focused planner has been worth
it?
7. Is this planner being integrated into Green Building ordinance work?
8. --any added commentary you may feel necessary to add--
