Subject: [Calclg-l] Mills Act Information Request
Good Morning CLGs! On Monday the 23rd, CPF will be holding a workshop
in San Clemente on the Mills Act and we would like to share what's
happening in other communities with the Mills Act program. Please share
what's going on in your community when you have a minute.
1. How old is your program?
The City's first approved Mills Act Contract was approved in 1992
2. Eligibility: Are all listed buildings eligible for Mills Act
No, only individually designated City Landmarks (to date approximately 150
individually designated City Landmarks out of approx 3500 properties listed
on the City's Inventory)
3. Additions: Do you allow additions to historic structures under
the Mills Act if they follow the standards? What size additions do
communities allow under the contract?
Theoretically yes, if they are approved under the HP Permit process for City
Landmarks
Are they assessed under the special assessment?
Not yet
4. Restoration Conditions: What types of improvements do
communities require within the 10 years, if any? Do you add more after
the initial 10 years? What other restrictions/clauses does your community
require?
Maintenance meeting the Standards
5. Monitoring: How does your community track their contracts and
the improvements?
Not at this time. Any exterior alteration to a City Landmark is subject to
the HP Permit process, which requires conformance with design
guidelines/Standards.
6. City Revenue Loss: Does your community maintain an assessment
tracker to understand the amount of city revenue "lost" every year due
to the special tax assessment?
The City has not pressed this issue, but the assessor has identified that
the property tax reduction to the city on an 800,000 home would be
approximately 500.00. This number would appear to be consistent with
discussion on this mailing list that the average per-house property tax
reduction experienced by other cities in California reportedly ranges from
approximately 200 to 400 dollars per year.
7. Lessons Learned/Recent Issues...
Some Community Interest in extending this incentive to Contributing
Structures within Historic Districts
