Size: the Board has not had occasion to establish this. However, on COA's for Landmark sites the max. hovers around 45%, but this is not an adopted standard, only the result of decisions.
Assessment ?: no.
4. Improvements: so far with our very limited experience, it has been laissez faire, whatever the owner thinks is appropriate.

7. Make sure that Planning and Building know that there is a contract on the property, or that it is historically significant and that your Board must approve ALL changes thereon.
In one case I dealt with a Business Manager for the site and he fully understood all the obligations. However, he quit/left, and the owner carried on without knowledge of them. So, make sure all communications go to the owner too.
Make it abundantly clear prior to signing to the applicant the heavy burden the contract puts on them. It's not just a tax break!
