[Calclg-l] Solar Rights Act and Historic Preservation

Our City is allowing solar panels on historic buildings with review by the
Commission and attempts to have the panels located out of general public
view. The Commission has required black panels and frames and installation
of a black metal strip along the rake edge to mask the distance between the
panels and the roof. I have attached a picture of one installation. The
Commission required a skylight to be covered with a "fake solar panel" so the
panel array would not have a "missing tooth" look.

At State OHP we are looking for examples of how solar panels are being
installed, what local governments are permitting and how preservation offices
are responding. The Solar Rights Act does create a challenge for historic
buildings and it wil be useful to understand how the Act is being applied and
how to respond in the most effective way.

With the amendments made to the California Solar Rights Act in recent years,
I am wondering how other CLGs are addressing the review process of solar
panel installations on historic properties, including those in historic
districts. How much or what kind of authority or restrictions
have you been able to apply? Your input is most appreciative.

Thank you,
